Time semantics and methodology

This endpoint does not support a time-range filter. asOf selects a publication cutoff; continuation requires the returned cutoff.

Static regional interpreted fault fragments have no observational time-series interpretation. Publication availability is not fault activation time. Full-selection queries describe stored data, not a guarantee of complete provider history.
